Policies and Compliance

The Senior Officer with ultimate responsibility for export control compliance at UW–Madison is the Chancellor. The Chancellor has designated the Vice Chancellor for Research and Graduate Education as the Key Senior Officer with oversight over the export control compliance program.

The key personnel for this program are:

John Jay Miller, J.D.
Title: Interim Director of the Research Security Program

Responsibilities include: organization, management and supervision of the Research Security Program and Export Controls.

Bethany Nelson, J.D.
Title: Export Control Manager
Principal Responsibilities: export control assessments of specific projects; developing. maintaining and auditing technology control plans; outreach and training on export control compliance; preparation of export license applications; conduct export control certifications for visa applications; review Material Transfer Agreements (MTAs) for export control compliance; manage the travel notification process; website maintenance; record-keeping.

Mary Ashley McCullough, J.D.
Title: University Legal Counsel
Principal Responsibilities: legal advice and counsel regarding application of export control laws and compliance matters; outreach and training on export control compliance.

Nancy Lynch, J.D.
Title: Vice Chancellor, Office of Legal Affairs
Principal Responsibilities: chief legal official at UW–Madison and member of University’s executive leadership group that includes the Senior Officer and Key Senior Officer; general oversight of institutional legal affairs including regulatory compliance matters.

Principal Responsibilities: interface with export control compliance regarding visa applications.
