"Eliciting Wisconsinites’ Payday Lending Reform Preferences" - Dr. Melody Harvey

Since 2022, Wisconsin payday lenders have charged annual percentage rates (APR) exceeding 800% for payday loans, well above the national average of 391%. In response during the 2023-24 Legislative Session, Wisconsin state legislators proposed two different bills that would reduce payday loan interest rates. We exploit Wisconsin’s dually proposed bills in a survey experiment to elicit Wisconsin residents’ preferences for payday lending reform.
